I was shoppng in East Kilbride yesterday with my 21 yr old son, who has cerebral palsy and in a wheelchair, and parked in the carpark at sainsbury's, i thought it was blue badge exempt so didn't get a ticket but my sons blue badge was on show, now i have a £70.00 parkng fine reduced to £40.00 if i pay within 14 days, if i'd known i had to pay then i would have, wot should i do???

What you should do is nothing, simply ignore the parking company and their powerless agents, technically you owe them the pay and display ticket, you could offer to pay them that as its their loss, but as tcp never do court there is little point. Just for your information, the blue badge scheme does not apply to private land, check your booklet it came with.Excel Parking, MET Parking, Combined Parking Solutions, VP Parking Solutions, ANPR PC Ltd, & Roxburghe Debt Collectors. What do they all have in common?
They are all or have been suspended from accessing the DVLA database for gross misconduct!

Have a closer look, Does it say "FINE" or does it say Parking Charge.
Real parking fines are called Penalty charge notice.
The private company impersonation of authority ones are called Parking Charge notices.
See the similarity ?
That is because a parking charge notice is a fake, it is simply an invoice dressed up to impersonate the authority of the real parking fine you get from councils and police.
So what they have left you is no more than a flyer on your windscreen "inviting" you to pay a private invoice.
To make sure you do pay this invoice they will use THREATS.
Threats of court, threats of debt collectors, threat of just about anything.
The simple truth is they can not do anything, if they did try court they loose and loose badly, so they wont try that.
What they will do is buy your private details from DVLA and commence a Template letter harassment campaign of increasing amounts to bunny boil you, if you ignore that they will change the characters to impersonate in to soliciters and debt collectors who will again use threats, if you ignore them as well they will try a reduced offer to mop your brow, ignore this and they go away and look for another mug.
They have no legal or lawful power or authority to fine or charge you anything, we have all had them and we have all ignored them to the end game and never paid them one pence.
So join us.

That's the idea. Now tell everyone you know to ignore the FAKE tickets that are issued by private parking companies! We want our band to grow bigger and bigger... and we aren't fussy, the whole country can join, and put the scammers on the dole queue....

yeah well my " PARKING CHARGE NOTICE" in its wee scary yellow envelope trimed with black chequered lines to make it look official will not be paid, and i will make sure all my friends know about this from now on0

Personally I think you should also write to Sainsburys CEO asking him why he allows conmen to operate in the car park and point out that you may consider to shop elsewhere in future!
If every one who was accosted by these parking leeches did so they might think about removing them.0 -
you will get a few threatening letters, dont be tempted to reply to any of them, even when they say they have contacted dvla, im blue badge they tried it with me and have given up trying to get blood out of a stone, if more of us took the same stance it would cost them a hell of a lot in dvla charges and mailing costs0

If it was a pay & display where shoppers get the money back if they spend £X in store than it can be argued that the landowner suffered nil losses (as I'm assuming you would have got the money back at the till).
Anyways ignore TCP and ignore that Sainsburys store0 -
The Sainsburrys store in question here could be in breach of the equalities act, by allowing the car parking company to opperate on their land that Sainsburys store could be in trouble should you wish to pursue this, as they ( Sainsburys ) are liable for the actions of their agents.From the Plain Language Commission:

The issue here appears to be, not about the blue badge in itself, but the fact that Sainsbury's wanted money for parking and did not exempt the disabled from paying. Many Councils, (including mine) do not give the disabled free parking.
That Sainsbury's ask customers to pay is deplorable; though perhaps they offer a refund at the till; but TCP are merely parasites and the OP should ignore them. I can't see any Equality Act issues, though Coupon will correct me if I'm wrong.0
