            Looks OK to me. At least I don't see any 077 in T-mobile's list:

Don't take my word for this though, as I don't see 078221 number either, but it is almost certainly "non-inclusive".
Neither do I 070 numbers that are 'personal'.0 - 
            The code is used by GeoSIM a firm that provides users with a 'global' reach by using local networks - it is treated as a normal mobile in te UK, the rate will depend on the network you use to call it.0

            It will be an ordinary phone number, but you haven't given enough digits to identify the provider.
If the next digit is a 0 then it may be a global roaming SIM from one of the resellers of Cloud9 or on Sure in Jersey or a VoIP based mvno on 3.
Some but not all networks exclude these from their inclusive bundles.
Anything but 0 as next number then it's on O2 or has been ported from O2. I have 2 such numbers on O20 -

            I also have an 07702 number and it was on O2, moved to Orange. Had it for 13+ years now0
