We have net curtains that cover half the window and one day last week I was sat in the front room and noticed him on top of his van, and he could see right in (imagine if I was naked).

    But you weren't naked.
Do you often sit naked in your front room?
Is he often sitting on his van?
If the answer to either question is 'no' this is unlikely to happen.

I was advised that properties can apply for more than one permit if they have more than one vehicle

    Have you considered this?

    · This appears to be a vehicle for business use, yet he has a residential permit. The vehicle is for business use yet has a residents permit?!

He's a resident, as he lives on your street.
Business permits are for local businesses to use, when the owners or staff do not live in the area.

    You have several options;

    1) move, to somewhere with your own driveway
    2) move, to somewhere with double yellow lines outside
    3) move, to somewhere with double red lines outside
    4) buy another car, insure & tax it, buy another permit, & leave it permanently parked outside your house.

He is permitted to park on the street he lives on. He has bought a permit.
I'm sorry you are so offended by a trade vehicle outside your house. But perhaps you occasionally need to call on the services of a tradesman, & could try to understand that they too need to live somewhere ;)

    Thank you for that.

The LA advised me that weight obtained from the DVLA confirm the van has a gross weight of 3500kg, no mention of the unladen weight?

The 1525kg unladen weight limit I mentioned is based purely on the information your own posts. I have no idea what your local regulations are.

Post the make, model and year of the van in question and someone will be able to tell you its unladen weight. If you don't know the year, just post the relevant part of the number plate, e.g. 56 for new style plates or Y for an old style plate.

I would love to live in this perfect world you speak of! :-)

Then move up here to Scotland ;)

Ok, I admit, sometimes I see things too black and white...

Surely, the answer is just to park right up to the back of this monstrosity (and don't move when he wants to unload).

One of two things is likely to happen:

    1. He'll get the message and not park outsdie your house any more.
    2. He'll get arsey and unload anyway, damage your motor and then you really have him.
