Empty jiffy bag through letterbox - item inside missing

Hello Everyone,
I bought an item off an Ebay seller last week, but when the item was delivered through the post, the jiffy bag had very obviously been opened and re-shut, the bag was empty, no item. I informed the seller about this, but was told to complain to the Post Office.
I really need to know if I can open a PayPal dispute about this or do I contact the Post Office. The item was send by ordinary postage.
Any advice would be most welcome!!!!!

It is up to the seller to make a claim from the PO, they won't do much if you raise it. You speaking to the PO isn't going to get you anything, it is the seller that need to do that.0

If not, a straight SNAD should do the trick as Crowqueen suggests - I would state it simply as ripped parcel, contents missing, rather than opened and resealed, as that may lead to further awkward questions."The secret of life is honesty and fair dealing.

The package was not signed for, it came by just ordinary first class post through the letterbox.0

It's a clear SNAD. Doesn't matter if the buyer has signed or not. They can return what they were sent (the empty envelope) for a full refund.
However, OP, you will have to bear the cost of the return.0 -
Well I'd go with an Item Not Received as that is the situation. I think the important question is why would a RM worker stand around and risk getting caught by opening a parcel, taking the contents and then resealing it, when they could just take the whole parcel?
I had this in the past, sent RD and arrived open and empty. Although the seller refunded straight away the jiffy bag wasn't big enough for what I had purchased...In the game of chess you can never let your adversary see your pieces0 -
Just as a query - would 'item not received' be a better claim? No need to pay to return (signed for) an empty envelope. AN item has been received, yes, but not THE item.
Or would the correspondence already entered into mean Ebay might strike it out?0 -

Bought an item on the 17th and paid instantly as i normally do.
No item as yet, So i thought check what date i purchased it and the postage method.
In my purchase history the £ sign is not blue and it says mark as payment sent on the right.
No options to pay for it.
Logged into paypal and its there.
Payment to seller = completed.
Confused. Why did it not register i had paid and no option to allow me to pay?
From paypal though it looks like i paid and its completed.
Idea's?
