Technically its not allowed on eBay, but I would0 -
If I had had no contact or anything from the seller by day 8 I might be tempted to open a dispute via paypal. A dispute is just a way of communicating officially with them.
If they do not respond to that dispute say within 2 or 3 more days I would escalate it to a full chargeback.
As has been said above a seller is expected to despatch goods within 7 days *unless* the auction stated it was a presale, but that must be made clear in the auction.
