Not hot water - what are my rights?

Hi All,
I'm hoping somebody on here with more knowledge than me can help with this.
I own a property in a block of new build flats and pay a monthly service charge to the housing company which covers the provision of hot water and heating services (there is a communal boiler for the whole building).
Last year we has a problem whereby the entire block had no hot water / heating for over a month. It was finally fixed and we were all given compensation, which is fair enough.
However, since that time, the hot water has stopped working on several occasions (and twice in the past 2 weeks). It is normally only for a day or so before they repair it, but it is clearly a recurring problem and I wanted to see if anyone knows what our rights are regarding this?
It seems to be that the company has not fixed the underlying problem, instead performing what I can only assume is some sort of ad hoc quick fix to get it up and running until it next breaks down.
As some further background, some properties in the block have had hot water issues since they moved in (i.e. there was a problem with the boilers since day one so it's not something that developed over time) and I have heard through the grapevine (i.e. unsubstantiated) that the company which originally installed the boilers has gone bankrupt (i.e. the housing company doesn't have any recourse against them and so, for example, would have to foot the bill of any significant repairs / overhauls themselves).
Whenever I call the customer services team they can never tell me anything beyond "our contracts are looking into it and it should be resolved soon".
Would really appreciate any advice anybody has.
