o2 dont lock their contract sets but do lock the payg0 -
Some companies are currently selling unbranded handsets on voda tariffs - I got an unlocked ~N72 from the mobile outlt or cool new mobile possiblyI think....0

Hi Glenderg.
If you get the phone from Vodafone direct (over the phone, in store etc) then the chances are it will be locked to Vodafone. If you get it from a 3rd party outlet, there is more of a chance it will not be locked.
All handsets that are branded as "Live" will be locked, no matter where you purchase it from.
