Best netwrok for roaming charges/bundles

Going to get my first contract phone in a few years as losing my work phone soon.
Probably get an iphone or similar. Will use it in France and Spain over summer, so what's the best network for doing roaming or european bundle deals?

If you get an iPhone, get it direct from Apple - that way you can get them to unpack and activate the phone while in store so you can get a replacement then and there if there's anything wrong. Also it'll be unlocked, and probably cheaper than getting it with a contract.0

They all pretty good now apart from 3 with roaming bundles now. Orange is not amazing.0
