Well originally ticket fine was £70, and had I of paid this within 2 weeks, would have been £35. So they are looking at the £70, and then i'm assuming that they added their own charges onto this somewhere along the lines before it went to TEC...

What happens is they add a further 50% if you still don't pay, which would have made it £105. Then the registration at TEC is a fee of £5. That means the liability order would have been for £110. Still, wait for the appeal.

Did BF get the Notice to Owner where the £70 was demanded? If not, a further declation will set the fee back to £70, plus you get the chance to appeal.

Also I don't know what valuable property BF has but it's not illegal to move your property to another address to hide it from bailiffs. There is a lot of stuff they cannot take, such as clothing. If they find nothing worth taking then they will give it up as a bad job anyway. A lot of these warrants are never paid if people don't own valuable goods. A car is the most usual thing they try to nick.
