Internet access when renting - advice needed

Friend of mine wants to buy a laptop and use it to surf the internet. Am currently looking for a good deal on a cheap basic laptop for her. Budget around £250.

She rents a room in a house which has no internet access. She has a mobile through T-mobile. Which is the best method for her to get access to internet. She sometimes moves around so an internet linked to her current address is not suitable. She will be a low user. The only thing i can think of is a dongle. Is that the best route? What is the best deal?
