Thats only if they cut you off - In the case of electric / gas they can swap the meter with a Pre Payment meter. Without applying to a court for a warrant.
Otherwise on your basis they would be coming out with warrants to read your meter as its on your property.
Sorry should have made it clearer before that in 90% of cases PPMs will be used in place of disconnection.0
