Then they said because I've dealt with payday loan companies in the past (yes, I know, but I've learned my lesson) that it was clearly one of them as 'they dipped into peoples accounts when they owed them money' Er, but I dont owe them any money, I said.
Yep, this is Barclays' policy and was highlighted on BBC's Watchdog recently.
The bit about the DVLA is particularly amusing.
Of course they've seen the error of their ways now.

Why are you moving your account ? Barclays aren't at fault here are they ? It was your Debt Management Companys fault.
Er - hang on a sec, this only came to light three days after I initially found out about these charges appearing!! Yes it turned out not to be fraud luckily - but when I initially rang it wasnt appearing under the name of the debt management company and I didnt recognise the transactions or the merchant info they had! Do you really think I should have just let it go in the vain, vague hope it would be ok or had it potentially been a fraud allowed them to clean me out???
My issue is that they refused to stop the card when I thought it might have been fraud. I had three separate departments within Barclays tell me this is NOT their policy, they should have immediately stopped the card on my request even if I had only a slight suspicion that there had been fraud. Transactions can sometimes take up to a week or more to debit, the authorisation will show as soon as the transaction is made, but without any more detailed information. It's only when the debits show that the retailer name becomes available.
If it had been fraud, you would have been refunded in full anyway, so no need to panic really.0 -

Must be a difficult call for a bank.
Customer phones up to dispute a card transaction based on incomplete details.
Should bank go to the expense of immediately cancelling the card and issuing a new one or wait for the full transaction details to become available?
The bank knows that if the transaction is fraudulent it'll be able to claw the money back and I suspect most cases of 'I don't recognise this transaction' become 'oh yea, I remember now' eventually.

I've lost count of the number of conversations i've had where customers are absolutely certain that they don't recognise transactions only to be called back to say "Oops, my fault !"
I'm quite happy to stop cards if they insist but they're the ones who have all the hassle of waiting for a new card to arrive. Banks usually have a good idea of whether transactions are fraud or not, and as the retailer information isn't immediately available sometimes, it can be better to wait until the debits actually debit the account before stopping the card0
