Free water??

I just moved out of a flat I was renting for the past year, which was equipped with a water meter. When I checked the final reading to give to the company, I noticed it was the same as the reading they had made 6 months previously and about 20 cubic metres higher than the initial (estimated) reading. I thought this was great news as it meant that I had barely used any water over the year and would be due a refund.
However when I chased the company as they hadn't sent me a closing account after more than a fortnight, the customer service agent said they believe there must be a problem with the meter so they are going to charge me based on "average use".
I strongly suspect this will be a higher bill than if their meter had been working as I used to spend at least half the week staying at my girlfriend's house. As well as this, water meters generally work out cheaper than average anyway don't they?
What can I/should I do??
