    No, it means it's the maximum you can legally do.

    The link between speed limits and safety is long gone thanks to NIMBYs, politics etc. etc.

    And lowering speed limits avoids the local highways dept having to do something about the crumbling road surfaces. ;)

    Well a crumbling road surface may well mean it's unsafe for many to do above 30. Lowering the limit isn't the correct fix though, just the cheapest.

    I just like driving fast, and I know I'm a better driver and safer then everyone else, so I don't need to follow the speed limits that they have.

    At this point you are likely to give up, ease back and stop flashing & beeping.

    At which point I will accelerate back up to 60 and we cqn get on with our journeys.
