Opening multiple ISAs?

If you have 'opened' multiple ISAs , but not funded them (eg because Santander caused so much confusion, my wife has now opened, but not funded an AA cash ISA)...is this 'permitted'?

Also can you open say 5 ISAs with different companies and fund 4 with 1k and one with 1640 GBP?

You can apply for (i.e. "open") as many as you like in any one tax year but generally only put new money into one.

You can, however, ask a new provider to transfer your existing money, and then pay into the new provider, if you still have any allowance left. Realistically, you would rarely do this, but it is an option.
