To be honest, this has been an issue for ages, and ebay just bury their heads in the sand about it, claiming it is not a significant problem etc. I'd be inclined to contact the daily mail and Watchdog who, for all of their faults, are great at making a huge scene about problems.
When a 14 year old bought a huge hunting knife from ebay, Watchdog got a knee-jerk reaction out of ebay UK that banned the sales of all knifes.
(Despite the fact the boy was under-age, and purchased the knife from a US seller via ebay.com, but let's not allow facts to get in the way of a good story!)
If you google "Paypal collection scam" you will find details of people on many different websites who have been caught out by this. I agree that something needs to be done to protect people on this matter, because it is invariably high value items that are targeted.
Out of interest, as the payment has been reversed, have you tried to contact the "buyer" through ebay, or open up an unpaid item dispute?<--- Nothing to see here - move along --->0 -

Why not - if it is a genuinely hi-jacked account that has been reinstated, then there is nothing to fear. If it is a scammer, then any response could be revealing/incriminating.

Hi Homie44, Sorry if you feel I am hijacking your thread but im in the same situation and was hoping we could work together on this one...
I sold a phone one ebay. they guy paid via paypal. i transferred the cash to my bank account and then came to pick up the phone. 4 months later I get a charge back and im left with a 750 pound negative paypal account and no phone....
i have refused to paypal the balance as if the funds were fraudulent then they should never have been released into my account. I went down the police station and the police said that the email, name and car registration was well known with credit card fraud.
I now get phoned at least 3 times a day by the debt collectors from paypal. i never answer to them! Not sure what to do now as Im not paying them but neither do I want my credit history affected.
Any information on how to solve this would be great.....0 -

No, feel free. It's always good to relate to someone who's in the same situation as you are.
You get phoned at least 3 times a day by the debt collectors from PayPal? That's good news. It means they are in a weak position, otherwise they would have done something to you (e.g. take you to court) instead of threatening you.
Did you ever answer to them? What did they tell you?
As far as I know, in order for your credit history to be effected, they first need to take you to court, then you need to lose the case, then if you don't pay the money to PayPal, ONLY THEN your credit history will be effected and PayPal might start take things (furniture) out of your house if you still don't pay them.0 -

Most of them use either hacked eBay accounts or stolen credit cards/credit card numbers.
That's why many times, the account holder or card owner is not even aware of what has happen!0 -

For seller protection the item must be sent within 7 days of payment and must show as received at the address paypal say is OK to send to. Any scammer who knows what he is doing (and these tend to be 'professional' scammers) will not be signing for anything once a case is open, so it won't work for that reason.
Also, an appeal can be lodged , and we've had examples on here where a seller has sent a letter when buyer is expecting a 20kg item, and buyer has appealed and paypal have been sensible - which is not always the case, and realised that a special delivery item cannot possibly be the item the buyer was expecting as special stops at 10kg and seller receipt shows he paid less than £6 postage.
