Apparently you can have ANY BB provider but BT unless you want to pay for FULL line rental or calls you cant use. BT Basic - proudly ripping off the most vunerable of our society since 2008 (Thankyou ESA Regulation 2008)SO... now England its the Scots turn to say dont leave the UK, stay in Europe with us in the UK, dont let the tories fool you like they did us with empty lies... You will be leaving the UK aswell as Europe

You can have BT Broadband with BT Basic. BT refer to it as "solus Broadband" and it does not include any free calls. If you call BT Customer options team (0800 800 030 press option 1) that team can order it for you.0 -
TT have an IP TV service but dont have to offer a 'social tariff ' for line rental like BT have too, try them, they may be cheaper than BT even with BT basic, or if a PC would be too difficult to use with catch up TV services how about a games console with the ability to watch/stream TV and an ISP other than BT
I think your anti BT rant is a bit unfair,only BT have a reduced line rental option, they used to restrict these lines from having broadband at all, and now dont, its probably a quirk that BT BB seems to restrict itself from BT basic lines but there are many other ISPs to chose from and IPTV isnt unique to BT0 -

Why cant Ofcon force BT to display BT Basic on its regular price plans ?
In Australia Telstra (previously public owned Telcom Australia) has their BT Basic next to ALL the packages available & regulation over there is near non-existant !

Centrelink (AU DWP) even has help with landline costs instead of the regulator trying to force Telstra http://www.centrelink.gov.au/internet/internet.nsf/payments/tel_rates.htm
