Persist - the first stage is a pointless exercise anyway in most cases, it was always going to come down to formal appeal or adjudication, which is where most people win. I would always appeal a Council PCN, most can be won only they make you think they can't be and that you have no case, by rejecting the first reps.
Get help from pepipoo forum by posting a new thread with pics of BOTH SIDES (all small print) of the PCN.

Pepipoo help most posters win almost every appeal. Give it a go but DO NOT POST WITHOUT PICTURES OF THE ENTIRE PCN! Follow their advice but if the forum is quiet over the holiday, bump your own new thread with a reply in January to ask again, seeing as you have no deadline until you get your NTO anyway.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
