Dial up for NTL cable

Can anyone help please.
My brother has NTL cable and just signed up for V21 dial up package for £6.99 a month. However the freephone number of 08089933025 can't be dialed from an NTL phone.
I'm told it does not work because:
"you can't use an NTL phone line with V21... or a majority of 0808 ISP's... it's not that NTL don't allow it, but because the 0808 number is routed via the FRIACO system which is a BT thing... the only dial up avaible on NTL is either NTL's own Dial-Up or AOL..."
NTL cost £12.99 a month which is £5 a month more (although you get unlimited time online and v21 give 20 hous a week). My brother cant afford more.
AOL are £15.99 which is worse.
Anyone know a company that has a reasonable flatrate and can be dialed from an NTL phone, 0800 dial up numbers would probably be OK as 0808 numbers appear to be the problem (although not all 0808's as you dial 18866 with a 0808 number with NTL????).
