This BBC one is from 2009 and I would wager that the number on fixed rates has dropped markedly since that graph 3 years ago and the SVR chunk has grown considerably and seeing as over the past few years most lenders SVR's have been very low by historic standards I think you can see my point.0 -

So from the table at the bottom of the BBC link the aversge SVR was around 4% to 4.5%. Pre 2007 the average morgate rate was about 5%ish.
