I did notice that part.
I have not seen any evidence to support your opinion that older drivers have more minor accidents. Even if I did agree, I would suggest the cost of one serious accident would outweigh the cost of several fender benders. The insurance industry study these and many other factors. They have chosen to load premiums for younger inexperienced drivers and reduce the cost for more mature experienced drivers.
