Explain to me why you can't buy alcohol before 10am

Funny that the powers that be think that by limiting opening hours to buy alcohol will nip this national problem in the bud.
4 years ago the government put forward proposals to put a minimum price per unit, and Tescos / Co Op etc are still advertising 15 cans lager for £20 or buy 2 crates for £30 (ie 30 cans)??
If people want or whatsmore - need alcohol, they will ensure they don't go without0
