European SIM OK without roaming charges in UK

I have a friend from New Zealand who is coming next year, first to several European countries before the UK. She's asking me if there is a SIM she can get in Europe (think she's going to Germany, Denmark and Norway before UK), that can be used here in UK without incurring roaming charges. I can find info on SIMs that can be bought here and used call abroad quite cheaply such as Lycamobile. But can't find what (if anything) she can get in Germany to use in these other countries and UK

I have told her she will need to establish if her phone is locked or not as the most important thing.

    The only roaming charge she'll be able to avoid is incoming call charges. A Meteor Ireland SIM achieves this, otherwise try one of the SIMs listed at:

    Roaming charges for inbound calls are always billed if you are not on the 'home' network. An alternative is to purchase a PAYG SIM for a Swiss network which has lower rates for calling EU numbers as it is VAT exempt, but it isn't a major cost saving. Assuming she has an unlocked phone, a UK PAYG SIM is the way to go (and the same for any country she'll be spending time in).

    What rubbish! Where do you get this drivel from? I've even provided two links above of various home networks that don't charge for incoming roaming calls.
