OK so even if I have provided the loan agreement and the bank statement that details that I have paid (which I have to the FOS), the bank can still state the PPI was not on this account?

Well an update of sorts, after telephone calls and emails to the FSO, it seems they have ruled in my favor. I received a letter stating that HSBC will make an offer within 14 days. although it seems that this offer wont arrive, as the 14 days expires Wednesday, so the FSO will assume that the offer is accepted. So it seems I am in a state of limbo, with HSBC not contacting as it seems that's it.
