How do I can transfer some of my NS&I Direct ISA existing balance to another ISA provider without losing its ISA wrapper. Can anyone help?

Find another ISA provider that accepts partial transfers in and open a new ISA account with them and submit a transfer form to them at the same time and they will manage the transfer of funds on your behalf - do not withdraw the funds yourself. Note you can only split previous years ISA subscriptions, if your NS&I ISA contains any funds deposited during 2012/13, you would have to either transfer this part of the funds whole or leave it where it is.
A comprehensive list of the current best-paying ISA accounts is available on the first post of this thread, where they are sorted into those that do/don't accept transfers: https://forums.moneysavingexpert.com/discussion/401374
I'm afraid the list isn't specific enough to state which accounts accept partial transfers, but it narrows it down the search a bit for you.I came, I saw, I saved.
