Broadband and Dialup deal needed

Hi,
I have a friend who wants broadband in his home, but due to spending about a third of his time away from home he also wants a dialup option. Becuase the time he spends away from home is normally at other peoples homes (rather than hotels,etc) he wants a freephone option and not 0800, etc. Is there any ISP out there that offers such a deal ?
