It states that it must be pre-installed on a system if you are selling it on... SB license is different from OEM end user license. SB license is for people who build and distribute machines and therefore sell on the license.. These are not for individuall OEM end users . The end user OEM license is also included with the SB package to be passed on with the complete system..
Paragraph 4 section 4.1 tells you all about distributing the software license0 -

I don't plan at this moment in time to distribute a licence, I have installed it on my own machine, therefore I have not accepted any licence to distribute a licence.
However, should I decide to let somebody else use my computer, or sell it on, at that point, I do believe that I am within the licence:“System builder” means an original equipment
manufacturer, an assembler, refurbisher, or pre-installer of software on computer systems.
We grant you a nonexclusive right to distribute an individual software license only with a fully assembled computer
system.
I bought my System Builder pack from EBuyer, who have broken no licence, as they haven't opened the product, I have. At present, I have let nobody else use the system, so I have not broken the licence either. In future, I will have been the preinstaller, and possible refurbisher of a fully assembled system, to which I may distribute the licence.0 -
Surely when you accept the SB license agreement you then agree to install and distribute the software...As a SB you are supposed to agree to the license to install and distribute it .. If you install it on your own PC then you are the End user and the End User OEM license states you should have purchased with hardware0

The above licence tells me about my rights to distribute it, but there is no condition which says I must distribute it?
There is no OEM licence I can see which tells me I must have purchased with hardware, just the System Builder Licence, and a separate EULA in the Windows Vista product.0
