I have had listings removed for stating cash only on collection, so eBay apparently dont agree.
Of course no one sane that understands how PrayPal works is going to accept it for a valuable collection, but it is not permitted officially or to state it on a listing.
Cash only on collection, thats your problem. If you stated "cash please" or "cash preferred" you state your preference but still allow PayPal if the buyer prefers it. "Cash only" prohibits PayPal.

You originally stated that you are "not allowed to require cash and must accept Paypal on collection" this could be interpreted that if someone offers to pay you cash you should refuse and tell them to pay by Paypal, which is obviously nonsense.Wrong im afraid:

I wouldn't advocate anyone putting "cash on collection only" on a listing it would get pulled. Ebay are aware of the possible problems of paying by Paypal on collection, so simple common sense will suffice in most cases. I've never yet had a situation where a buyer insisted on collecting and paying by Paypal, anyone who does that is possibly up to no good..0
