when the weather is bad we've used the sensory gallery. it's in the library building so i suppose it's owned by the council - you could ask them if there's one near you. it's for anyone although you do have to book.
libraries have singing sessions for babies and toddlers - worth asking about.
last week my local surestart centre finally started doing things, they have a toddler group one afternoon a week but you have to pay a pound. the play sessions are free though, it's called stay and play and is for an hour or two once a week. they have different themes and last week was sand and water play - it was fab! that was free but you might have to pay for some things. i also got him weighed and measured by a health visitor while i was there which was handy because the clinic he is supposed to go to is only on during his nap time.
there's a farm near us that has a free part. it's just one cow, a couple of goats, some horses, chickens and a pig with piglets. you have to pay for other parts of the farm and for all the activities they put on but we often go just to look at the piglets in the free bit.'bad mothers club' member 13
