Halifax FRISA

One of my 2 year FRISA's with Halifax matured on 17th April, over a week before I contacted them to advise that when it matured I would like it transferred into another fixed rate and also add in this years allowance which was sitting in a BoS current account. They said this would be no problem, all should go smoothly.
Today I log into internet banking to find the matured funds sitting in an Access Cash ISA at 0.5% (a BoS account) so give them a call. Since the Halifax ISA was opened 2 years ago in Scotland and the branch is now a BoS.....their computer said no and their transfer service blocked it, !!!!!!? So my Halifax ISA is not a Halifax ISA if opened in Scotland despite it being opened in a Halifax branch. Also they didn't bother to contact me to tell me my request would not be processed.
The thing I dont understand is I have another 2 year FRISA which ran March 2010 - March 2012 which was opened in the same branch and didn't have any problems with that being switched over to another Halifax FRISA!?!

I wonder does the fact that your "no problem" FRISA matured in March 2012 (in the tax year 2011-12) have anything to do with it? That is to say, did the BoS/Halifax administrative procedures change as from the beginning of the current tax year?0

There might have been a procedure change, one thing which seemed odd was when the maturity letters came out. The one for March was from Halifax however the one for April was from BoS (yet stating my Halifax ISA is about to mature). Both ISA's were opened a month apart (2010) from a Halifax branch.
The assistant made it sound like BoS did not want the money moving to Halifax as the transfer was declined on the system. All documentation I have relates to Halifax ISA's.5/10/12 : Mortgage Free0
