When was the last time the CPU heatsink was cleaned out? I bet if you shone a torch into the fan inlet on the base, you'd not be able to see light coming out the vent on the left hand side.
Usually the kind of fault you're seeing is caused by a wad of fluff between the CPU fan and the heatsink. Typically starts causing issues in laptops 12 months old or more and gets to a point where the laptop will literally just turn on and almost straight off again. Requires access to the fan assembly to remove the shroud and remove the wad of fluff. Blowing compressed air in just breaks it up and jams the fan and its too compressed to suck through with a vacuum cleaner.

You can try a repair using the Vista Recovery Environment. You'll need a disc in this instance. A full Vista SP2 DVD is best, but we'll see how you go with a Recovery Disc...if I can find it.0

Sounds to me like the Hard disk may have developed bad sectors - especially as it won't go past the initial POST. If the fan was clogged the system would still boot - you just wouldn't hear the fan spinning.
You need to start it with a Repair Disk either Hiren's http://www.hirensbootcd.org/download/ or UBCD http://www.ultimatebootcd.com/download.html
Once you've burnt the image files to a blank CD go into the computer's BIOS change the boot order to the DVD drive first with the Hiren's/UBCD disk in it. At the menu look for a program called HDTune and run the error scan. It'll show you clearly if any damaged sectors are on the disk. If more than two, it'll need a new Hard disk.0 -

The OP has a Vista Recovery Disc. We can get them to run chkdsk /r or f if they can boot with it.0 -
