need advise please,telewest contract

hi,this is my first post,so am sorry if this is posted in the wrong place

ok....have been a telewest customer for over 1 and a half years,at the begining of december 06 i was moving to new house,so in november 06 i told telewest that we were moving and wanted telewest in our new house,phoned telewest and told them what we was doing,they said it was ok as they provide telewest services at new property and that we had do do nothing else but book for engereer to go to new house a week after we moved in
anyway we move in to new house,finds a bill that was posted to new house 4 weeks prior,it was for what we owed at old house,so hubby phones up telewest to make an agreement to pay old bill off,they said yes and would send out a payment plan,in the mean time telewest engeneer comes to install cable into new house, hubby phones cable about payment plan,they say yes its on its way,during january our new service at new house was put on to incoming only ,hubby phones up telewest to see what the problem was ,they said our old bill had been put on to new account,and it was to high so they restricted our service
now what i want to know is,was telewest right to do this as we have been switch off al togerther now as of feb 07 :mad:
