Maggots in compost isnt good, but eventually whatever animal matter is in there thats rotting and giving them a home will vanish and they will go away.

Yes indeed, they look like little black beetles about 3/4" long. I used to be plagued with them once upon a time.
They can be hard to distinguish from other other harmless ground beetles0 -
Wellused, if your compost pile is to wet then yes you will have a problem with flies, getting rid of them, because they will lay there eggs in them. Then the eggs will become flies. So be careful not to moisten the pile to much.monicas0

Maggots in the new soil, hard to say, but usually maggots mean some kind of fly, right? Maybe there was something rotting in there before they put it in the bag. Sounds like you might be back to flies, and getting rid of them.monicas0
