Tax problem

Can someone help me, I have received my tax code showing I owe £1000, my tax code has been lowered to recover this amount, I have never received previous correspondence concerning this.
I receive state pension and a small private pension, the problem came about as I worked, in 2009 the taxman said I owed £1500 which I paid immediately now they say I owe this £1000 also from that period 2009/10. Now I don't work, health problems, how can I challenge this, who do I write to, help,,,,
