In that case, can't you get a simple savings account from a different provider, pay the cheque in and withdraw the cash? They'll be no stop on the new account.0 -

My other half has received a cheque from his last employer that is part payment for accrued holiday that wasn't paid at the time he lost his job (long story, won't go into details here lol).
My OH needs to cash the cheque, but only has a basic Post Office bank account which won't accept cheque payments. He will have problems providing ID as he only has an out of date passport and doesn't have a driving licence. Obtaining such things is kindof out of his budget (and mine).
Even cashing the cheque in a high street shop like The Money Shop requires ID (as well as there being no guarantee he'd be given the full amount less fees reading their terms and conditions) so I don't really know where to tell him to take the cheque.
He is taking the previous employer to an Employment Tribunal, so this employer is not going to be predisposed to make the payment in cash (as he used to pay my OH's wages) or reissue a cheque. He's not the 'decent' sort lol.0
