That sounds like a reasonable offer especially if it's a minor scratch - and less than it would have cost them to bring a new one and take the scratched one away!

It just looks like a ring scratched the first layer of sparkly silver paint off. It is literally a peer at it real close.0

Even though it's only a tiny scratch, if it's gone through the paint and the primer, you should make sure that you stick a bit of rust preventative on and go over it with a bit of paint.0
