Activate a stopped BT line

I am in a flat and want to get the internet - I phoned BT and they said that the line was stopped.
Talk Talk will do that on my behalf for £25 (apparently bt charge 50 and talktalk will pay 25 of it for me).
Is there any way to get the line re-activated ready for internt for free?

No, £25 is extremely cheap if there is no dial tone at all on it. BT will charge £130 as the standard rate. Other resellers such as Plusnet charge £50.
It's not reconnected just for the internet, you need an active line to have any services on it at all, just as you need to pay line rental even if you don't use the line for voice calls.
Are you really sure you want to go with TT though? What's the minimum term on that deal? 18 months? No free lunch, and no free laptop0 -
Post Office are offering free line activation with no contract: http://www.hotukdeals.com/deals/post-office-currently-offering-free-bt-openreach-landline-installation-rrp-112-34-11903100

No contract? I don't think so. There will be a contract of service. If you mean a minimum term, that's whatever the parties agree to.0

The PO Home Phone minimum term is 15 days. Broadband minimum term is 12m.
If a new or reactivated line has been supplied, that will be charged if you leave within 6m.No free lunch, and no free laptop0 -
And the charge they may levy for leaving (phone) within the first 6 months is £15.0
