That USED to be a good place to start. Much of their info is very outdated now though.
That's not to say there isn't still some useful info there though. 
A quick Google threw up this website ... I've not checked in detail but it looks like a good place to start, as it appears to take you through the basics and set good foundations.

Any local colleges, some offer free courses or cheap night classes.Mansion TV. Avoid at all cost's :j0 -
w3schools is not outdated, it just doesn't show you everything, but this tutorial will help him understand html and its uses the basics are basic. He does not need to learn everything in one go, he has to learn structure and the use of tags and then can progress on to XHTML and CSS which sounds scary but very simple.ewwwww what is that...0

You could just have your own domain and hosting and then install Wordpress. Simple & quick.Estate Agent, Web Designer & All Round Geek!0

w3schools is not outdated
Ask any recognised web design expert (I'm not one, although I'm proficient) and they'll likely disagree with you.
That's not to say it's bad - just not as good nowadays as it doesn't really set the right ground rules for effective website design.
If you disagree then we'll just have to leave it there.

I write web sites from scratch, of course the w3schools doesn't show you everything but it is enough for him to get started on, he needs to learn how to open and close tags and what tags exist, slowly he will learn the rules and how different browsers react to different styles of coding.
I design my sites to work across all browsers, i know the difficulty in getting this right.
Which is important to learn this and then he can move onto something more adventurous.ewwwww what is that...0 -

on a more theoretical side, you can read up on Jakob Nielsen, Jeffrey Zeldman, The-A-List apart, eric meyer etc really good for design inspiration if you wanted to dive in deeper.ewwwww what is that...0
