Me either.

The advice given in the above quote is wrong as you have rightly noticed... any reduction in a weekly rest must be paid back in full in one block (chunk ) It can't be done with an hour here then another couple somewhere else.

It can be added to any rest period of a minimum 9 hours, so that could be a daily or weekly rest.

Having re-read his post again he's supposing the minimum weekly rest of 24hrs which when subtracted from the regular period of 45hrs does indeed leave 21...
