Water meter compulsory?

I informed the south Staffs Water that I am a new owner of a property.
Now I am forced to have a water meter although I have not moved into the property yet.
I tried to explain to them that no one lives at the property and there will
be some renovation work soon. They said they will have to install a
water meter with in 25 days from the date they received notification of
change of hands.
Is that true?
Anyone had any experience of this?

Yes.
All water companies can insist a meter is fitted on change of occupant.
Some companies enforce that Regulation, others don't bother.
In any case, as there is only renovation work at the house, you will not use much water and it will probably be cheaper to have a meter.0 -

Thanks. just wondering what happens when the exchange of hands happened long before the date when the water company was notified?
or is it strictly from the date of notification or exchange of hands the 25 working days is counted from?0
