can i split my cash isa into two with my provider part left as it is and part into a 2 year fixed rate

You can, but, any new money from this this tax year can't be split and must stay together; but wait another week and you'll be able to split it.
Any new money from previous years can be split up however you like.

I think I saw on here recently that Nationwide also allow one year's subscription to be split across several accounts.
