Is it possible to apply for Planning under fictious name?
Give them a ring and see if they will do it. I don't see why not, I mean if anyone is desperate to know your name, they can visit the Town Hall and look at the application.

I thought it was legally possible to use any alias you wanted provided there was no intent/result in acting illegaly.
In this situation I think the easiest situation is to explain your situation to the council and to blank out your personal information from the application.
Also your application is merely scanned into the system and threfore not searchable anyway provided you are not listed as either the applicant or agent so RLH33's idea would work.
