    you won't get much easier than this

    have a go with the free starter one ( maybe enough for you) shortly after they will email an offer for the full version which offers some more advanced stuff - not too expensive, up to you if you need the more advanced features

    Or even simpler is the 1&1 offerings - ah possibly not much different from 123

    To be fair to the guy, £500 will only get you a really basic site, unless its some 12 year old whizz kid from india or someone offering to do it cheap to build their portfolio.
    If you want something with a database backend, forum, shopping cart, accessible, viewable on mobile etc and have the site documented and created in a way to make it easy for you to add content, it would cost a heck of lot more than £500. Stick another 0 on and it might be closer to the mark.

    And if you're looking to do something like this on your own from scratch with no experience at all, good luck. As suggested above, look at wordpress or something like 1&1, which does look pretty good.

    Firstly what did you get for your £500 pounds, because i charge no where near that and i have had happy customers..

    I would get notepad++ it's free and then go to w3schools and learn the absolute basics of html.
    such as

    html
    head
    body

    quite important to learn the basics, and then move onto CSS we are currently on CSS3 but i would use CSS2 just means alot of extra codes have been added but you won't need to use them all for now.

    I personally use Netbeans and Dreamweaver.

    What type of site are you designing? does it need to be constantly updated? if not then try and build it yourself as it's really good to know the basics.

    Otherwise if you want something up and running quickly, go for word press, plenty of help and tutorials out there. the problem i find with beginners doing their own wordpress sites is they have no idea about usability such being able to compress pictures and videos and making navigation very easy, and they all tend to look the same.

    But if you need help you can join a webmasters forum and there many people who can help you make a professional looking website.

    Remember to think about search engine optimisation and i think what makes a really big difference are using good quality pictures with an great logo and a clear message.

    There is of course a lot more to it, but i think you have been given enough advice to get you going.

    I started with designing for friends and family like 12 years ago, and slowly progressed in writing PHP, mysql and oracle, javascript, that's where all the magic happens you will be so pleased with yourself once you create something from nothing, just stick with it and experiment.
