Internet Explorer Cannot Display the Webpage - help please

Hello
I keep getting the above error message whenever I try to visit any webpage & would massively appreciate some help if anyone knows the answer. If I refresh the page a few times it goes through fine & I've also tested it at my parents house where I have the same problem so I don't think it's the internet connection.
Underneath the error message it says I can try to "Diagnose Connection Problems" but when I do this it says "Troubleshooting could not identify the problem"
This has suddenly started 2 days ago - until this point I had no problems whatsoever. I'm not aware of any updates or anything I've done that could have prompted it.
I've tried disabling all add ons, disabling the firewall & doing a system restore back 3 days but none of these have resolved the problem.
Any clues? My laptop's about to go out of the window!

Are you wireless, are all green lights showing on the routermake the most of it, we are only here for the weekend.

I would advise using Hijackthis and run a scan and logfile, and post the results here, I cannot post links but it is on trend micros web sight. It could also be a problem with DNS or wi-fi interfrence [if you are wireless]0

I've tried switching it off & on again as well but no difference0 -
If all else fails and just before you chuck it outa the window, ring your ISP and they will work it through with you.
Sorry, but i did this once and the little red light switch had got knocked off under my computer, check just in case.....make the most of it, we are only here for the weekend.

Have you tried another browser (Firefox, opera etc) to see if the problem lies specifically with IE?0

Good idea thank you - Safari is working perfectly so it must just be IE. I have IE 9 by the way.0

Start IE in no add-ons mode and see if it works.0

Right click the IE icon.
Failing that, Windows key + R to open a run command, then type
iexplore –extoff
(there's a space between iexplore&–extoff )
Click ok0 -
Done but it's still not working without being refreshed a few times0
