Your neighbour has installed a pirate version of Windows.
Go and buy a legitimate version of Windows or activate the one you have installed if it is legitimate.
The black background is the first step Microsoft use in disabling dodgy copies of Windows. In a few days the only thing you'll be able to do is to either activate your copy or a web browser will automatically open and take you to a page where you can buy a licence.
If I were you I'd be copying all your files to a memory stick, taking the laptop back to the moron who put the dodgy Win 7 on and ask them to install the Windows your laptop actually has a licence for. Either that or get yourself down to a computer shop and buy a legitimate Windows 7 Home Premium Upgrade for about £75 but you'll need to install the original OS first to install that.0 -
If it's a pirate version, the black screen goes along with a notification on the bottom right of the screen telling you so.
If the notification isn't there, it's another documented glitch, so post back up on what it actually says, if anything.0
