    The only problem with that is that if the instructor did not think they stand a chance of passing they would refuse to take them to test and use his vehicle, it would not be a fail for him as he is not going to take someone who he thinks will affect his pass record and pass rate.

    They would either have to find an another instructor who may be willing to take them which is unlikely or go for the test in a private vehicle with just an experienced driver accompanying them to the test centre.

    If an instructor has a very low pass rate and keeps putting people in for tests who keep failing the DSA will flag it up and he would find himself having to be re-tested for his licence to instruct.

    Surely though there some be some expectation of taking a test within a certain timeframe? It can't be right that they are having lessons over such a long time, unless they are having one a month as and when they can afford it.

    Difficult to say, it really does depend on ability, I had pupils that were natural drivers and I was confident would pass a test after a few lessons and others who still struggled after many lessons, the only thing they can do if they think the instructor is keeping them back is have a few assessment lessons with another instructor, preferably one someone recommends.

    Most instructors rely on recommendations for pupils so it is not in their interest to hold pupils back from test if they are up to the required standard, they want a reputation for a good first time pass rate as that is what their livelihood depends on, there are always a few cowboys but they usually get weeded out as they struggle for pupils and end up quitting as they cannot make a living.
