Not my experience at all. My Epson printer is perenially saying "Ink Cartridges not recognised" with the cartridges I buy online. Now it's taken to only printing in red. Don't think that will be accepted for my passport. Go to a photo booth and be done with it.
Put the photo on USB stick. Go to boots/ Asda to print them.0 -

There are numerous apps so I am guessing so.
