It's routine for people who work at home to pay those costs as well as the cost of power for the equipment used.
Sure you don't want to stop trying to dodge? Or you could just recant and accept that not everyone has the situation you were thinking of.

22% of working age adults are in households with incomes below 60 per cent of median net disposable household income after housing costs.

Hold on. That is a survey by a firm doing equity release on people who have done equity release. Equality release is aimed at those without money.
