Nearly 30 years ago I used to work for an IT recruitment agency. Anybody who came into the office to be interviewed had their photo taken and the picture would be part of what got sent to prospective employers. Actually it was a black and white photocopy of the the picture.
I don't ever recall anybody giving me a reason why we did this, it was just something we were told to do. Can't recall anybody refusing to have their picture taken either.Make £2025 in 2025

In what way "facially challenged"? Black (name Sandra Johnson) or White (name Anita Sandhu) and born and educated in the UK - where the name and history don't reveal ethnicity but the photo would and allow for discrimination on that basis?

I think you need to calm down and not get so defensive. Lovelyjoolz never said everyone has a smart phone, they said surely you must know at least one single person with one - or any other form of photo taking. I went to Asda and got 4 passport photos for 64p the other day - not £40 -
I have said I wouldn't send a photo if there was no need to send one, I doubt i would ever come across that kind of application anyway in the line of work i am looking for but you never know. I do not have access to a printer, neither have any photo's on my laptop but does that make me not want a job? of course it doesn't there are ways and means around everything.0

This is getting quite common and I really don't like this one bit either.
I suspect two things are a t play here, first as you say they want you to fit a certain image / a prevy boss.
Also with social media they like to confirm a name with a face when they're checking your antics out on Facebook or the like.0 -

Surely, unless you're wearing a paper bag over your head or whatever, they're going to see what you look like if you're invited to an interview.
The only reasons I can think of for requiring a photograph before interview is because they don't want blacks, asians or (in their eyes) munters.0 -

Not sure about blacks but for asians you can generally tell just by their surname or forename.0
