Can I use my Orange mobile via Call 18866 from the Isle of Man?

I'm off to the Isle of Man tomorrow. I called orange to find out the rates - 40p per min send and 20p per minute receive! That's outrageous! I always thought IOM was part of the UK - the phone numbers there seem to suggest so. Anyone know if I can use Call 18866's 08081707788 access number to call mainland UK at a cheap rate?
